At the onset of World War 11, air doctrine was not very well entrenched, and employment concepts were in a state of confusion . This was caused primarily by neglect of tactical air during the 1930s. Had it not been for Gen Claire Chennault, "the lone voice crying in the wilderness," things could have been much worse. * He further argued that pursuit would be essential to both offensive and defensive air superiority .
